The Secretariat disseminated orders from the War Cabinet. Effectively, it operated like the Privy Council, the Treasury Board and the Prime Minister’s office rolled into one. About 20 people would have staffed this room. They would have briefed and provided support for government decisions and coordinated the flow of information between various governmental departments and agencies.

The Great Seal of Canada is under the protection of the Registrar General, who would have brought it with them when they came to the Bunker. The Seal stamped all state documents produced by Parliament, making them official.
